Task 1

Critical Infrastructure and Vulnerabilities

Natural disasters such as floods and tornados, or man-made disasters such as terrorist attacks or industrial explosions, often have significant adverse effects on critical infrastructure. List 3 potential critical infrastructure facilities or systems that you think are extremely vulnerable to natural disasters in your hometown. To which key sector do the targets you listed belong? What effect would the destruction or a significant disruption of the service provide by the critical infrastructures you listed have on the on the community?

Primary Task Response: Within the Discussion Board area, write 400–600 words that respond to the following questions with your thoughts, ideas, and comments. This will be the foundation for future discussions by your classmates. Be substantive and clear, and use examples to reinforce your ideas:

Task 2

You are the emergency manager in a city with a population of 250,000 in the northeastern United States. You are seeking grant funding from the Department of Homeland Security for your municipality to aid in the protection of critical infrastructure and key resources (CIKR). Before the City Council will approve your grant proposal, it has requested a briefing on the city’s CIKR.

Your assignment is to create a 750-word informational memorandum that fully defines, explains, and provides practical local examples of critical infrastructure and key resources in general and the most significant (top 5) infrastructure and key resources in your city. You should ensure that you address each of the 16 critical infrastructure sectors detailed in PPD21 and NIPP 2013.

Assignment Guidelines

Address the following in a memorandum of 750–1,000 words:
- For each of the 16 Critical Infrastructure sectors, identify 1–2 local examples of critical infrastructure.
  - Briefly describe the examples, and explain how they are operated and utilized.
  - Provide any information that you feel is unique to each sector.
- Identify the 5 most significant critical infrastructure assets and key resources in your locality.
  - Explain why they are the most significant to your locality.
  - What could be impacted if one of the sectors were compromised? Explain.
  - What if most or all of the sectors were compromised? Explain.
    - Would it be possible to rebuild these key assets and resources? Why or why not?
Compile your responses into your final memorandum, and submit the file to your instructor.

Task 3

Tony was a 16-year-old juvenile who was picked up for driving under the influence of alcohol and possession of marijuana. He was evaluated and taken to juvenile detention.

When speaking to the juvenile justice probation officer, Tony stated that drinking and marijuana was not a serious issue and that his parents did it all the time. With this statement, the juvenile probation officer realized that this was not a one-time thing and that it was related to an unhealthy home environment. The decision was made to send Tony to a treatment program.

- Using the Internet, research the following addiction recovery programs:
- Relate the techniques of the programs to a cognitive learning theory or behavioral theory.
  - For example, you could consider any of the following:
    - Social learning theory by Bandura
    - Assimilation theory by Ausubel
    - Attribution theory by Weiner
    - Gestalt psychology by Tolman
  - How do program techniques from the 3 listed treatment programs relate to your selected theory? Explain.
